There are four basic parts of a message that is composed within an EAS. These are:

Audio announcement
A digital end-of-message marker
The first part is considered as the most important and crucial part of emergency alert system. Basically, it is equipped with the information about those who are organizing it or providing information for it like the president, weather service or the broadcaster. Not only this, it also contains the whole information about the event happened i.e. the exact date and time when the event occurred, the nature of the disaster like flood, earthquake and the measurement of the area that was affected due to this. This is a system which has been in use from so many years in more than 30 radio and TV stations so as to provide complete information to the president and government staff.
CONELRAO (control of electromagnetic Radiations):

FCC (Federal Communication Commission)
Emergency alert system replaced Federal Communication Commission in 1994. The purpose for which new system was introduced was to eliminate the limitations of Emergency Broadcasting System. The difference between both the services lies in their methods. Rules and regulations of Emergency alert system are governed by Homeland security Bureau as well as Public safety commission of FCC.
